The Fleet Compliance Officer is responsible to support the Fleet HSEQ Manager with all aspects of Health, Safety, Environment, Quality and Security concerning the company’s vessels. To also ensure compliance with ISM Code, the ISPS Code, ISO 9001, ISO 14001, OHSAS 18001 and other standards the company may subscribe to, so that a proactive safety culture is embedded in the operational culture of the business.
 
THE SUCCESSFUL APPLICANT
 
Essential:
  • Theoretical and working knowledge of both International and Domestic Safety Management systems and related Marine Safety Regulations.
  • Strong written/verbal communication skills and a persuasive and influential communicator.
  • Demonstrate excellent time management skills and the ability to manage multiple priorities.
  • Keen analytical and problem-solving skills which support and enable sound decision making/mature judgement.
  • Good understanding of the ISM Code, ISPS Code, UK domestic shipping industry standards and regulations, including UK flag and Class rules for domestic passenger ships.
Desirable:
  • Degree level qualification in Safety Management or equivalent and/or Business Management is desirable, and/or possession of STCW 95 Certificate of Competence AII/2, or relevant industry experience.
  • Good understanding of the PMSC, ISO 9001, ISO 14001 and OHSAS 18001 and the requirement s of these standards.
  • Lead Auditor qualification for ISM.
  • Certificate in incident investigation.
  • Designated Person Qualification.
  • Membership of a relevant professional body.
  • Company Security Officer.
  • Business management qualification.
  • Demonstrate knowledge and experience in managing QHSE issues in a complex environment.
  • Extensive experience working in a related shore management position preferably in the marine or oil and gas industry and in particular working with/having good understanding of the ISM Code, ISPS Code, ISO 9001 and ISO 14001.
  • Experienced in working with internal and external auditors, in particular the MCA and Lloyds Register.
  • Experience of working with reporting and analysis software systems.
 
JOB DESCRIPTION 
 
  • Provide professional support to vessel operations for all relevant HSQE matters.
  • Assist with annual audit planning.
  • Carry out internal audit against the company standards on vessels and support services.
  • Carry out security reviews on applicable company vessels against the ship’s security plans.
  • Monitor and review the audit data, inspection data including the independent audit and inspection data, as well as incident investigations for trends and weaknesses and assist the operations team in formulating action plans to address these.
  • Contribute to reports on above vessel trends on a monthly basis.
  • Participate in the promulgation and embedding of the principles of risk management within day to day operations of vessels.
  • Participate in investigations of incidents and near misses with the objective to establish root cause and corrective action.
  • Monitor vessel performance against the set KPI’s and regarding follow up on audit findings and recommendations.
  • Monitor upcoming legislation for future impact on vessel operations.
  • Liaise closely and maintain professional working relationships with all departments on matters concerning Safety, Security, Quality and Environment.
  • Attending key industry conferences and focus groups.
  • Deputising for the Fleet HSQE Manager in their absence with respect to relevant areas of responsibility.
  • Facilitate Quality, Health and Safety and Environmental reviews to ensure the objectives remain in line with the current standards and corporate strategy.
