Permits Director required to manage a team of permitting and environmental specialists and be responsible for guiding and co-ordinating all Permit related work (whether for bidding or project purposes)
 
THE SUCCESSFUL APPLICANT
  • Experience managing teams of all levels (ranging from autonomous experienced professionals to people that have little industry experience)
  • Experience in obtaining permits / permits in principle to allow the project to proceed.
  • Excellent communication skills (written and verbal) and strong reporting skills
  • Organised and understands the time critical nature of the activity, and can plan / monitor progress accordingly
  • Ability to build relationships with permitting authorities around the world
 
JOB DESCRIPTION 
  • Manages the permit controllers team on a day to day basis: performs appraisals, defines development plans, approves leave, assigns projects etc.;
  • Accountable for the on-time delivery of project permits;
  • Accountable for all relationships with permit authorities as required to obtain project permits in a timely fashion, to the authorities’ satisfaction and within company’s interests;
  • Reviews and implements Ethics and Compliance requirements from the audit;
  • Accountable for providing forecasts for identifying and obtaining permits, as well as licences such as Federal Licences, including any known unknowns, and including dependencies, durations, constraints and conditions, involving liaison with other teams or departments as required;
  • Accountable for all financial aspects of the Permitting process, managing the spent costs, costs to complete and where applicable ensuring sales are taken in a timely fashion;
  • Oversees permit reporting for senior management including the production of weekly progress reports and oversight of permit reports for projects and bids;
  • Ensures support to the Global Project Manager teams in respect of all matters related to permitting, ensuring that requirements and timescales are clearly communicated and understood on both sides; actively participating to the initial Hand Over and Kick-Off meetings and overseeing the completion and updating of the Permit RACI matrix on a per project basis;
  • Anticipates contract permitting actions to optimize permit delivery in advance of CIF where required;
  • Contributes to the Project Risk Management process by anticipating potential risks in obtaining Permits; quantifying their potential impact on the project; and proposing and implementing risk mitigation plans;
  • Selection (in conjunction with the Purchasing Directorate with a process to be fully defined and aligned with current other Purchasing activities) and day-to-day management of sub-contractors for services on Permits in Principle, including expansion of the sub-contractor database, specification of the scope for sub-contractors and controlling and managing their activities throughout the project;
  • Supervises project permit documentation delivery in accordance with the planning;
  • Gathers, understands, interprets and processes the information regarding permits, including via Lessons Learned, and ensures it is presented systematically in an accessible database format (the “Projects Knowledge Base”) in a manner that will inform future bids and assist in the implementation of ongoing projects;
  • Assists during the Bid Phase of Projects to ensure the correct timeframes and costs to obtain Permits in Principle are included in the submission; participating, in some cases, at some Contract Forming sessions;
  • Researches and records the permitting and regulatory requirements for permitting submarine cables in national and sub-national jurisdictions in countries where future business is anticipated, in order to be ready when such RFQ’s are received.
